well like all the rest here is division one, the mysterious Kaohashi and my bossy side kick Rumi, they are in charge of over seeing the other divisions and aiding the division if needed. please tell MyangHime she did an amazing job.  hopeful I will get more oc and division covers in the near future, so stay tuned

Official Title: Department of Bureaucracy and Mission

Role: The 1st Division acts as the central hub of bureaucracy and command for the other Divisions of the Gotei 13 and the department for the liaisons for varies other groups like Central 46, the nobles, and royal guard. This group has been nicknamed the broad.  This group and the head captain handle all finial decisions for all the Seireitei.  All major requests from outside Captains, Lieutenants, and rank-and-file Shinigami filter through their headquarters for processing. They help Division 10 coordinate the bulk of the nondescript Shinigami that come out of the Shin'ō Academy, making sure that they are disseminated equally and efficiently across all of the Divisions to keep things operating as best as they can and to put the right people in the right division. The 1st Division is also in charge of organizing all major events, both public and private, throughout the Seireitei. This includes festivals, commemorations, and even funeral services for major political and military figures with the aid of the other Division that related to the event. The leaders of this Division are in charge of all others of their own rank, and their orders are generally held as absolute. Outside of the head captain and lieutenant; from the 3rd seat to 5th seat handle the other of departments like Treasury, Justice and Transportation.

Shinigami who enter into the service of the 1st Division are generally the cream of the crop, hand-selected by teachers at the Shin'ō Academy or plucked from the proving grounds of war, an exceptions are made if the captain makes a strong case. Although much of the Division's duties boil down to bureaucracy, each pencil-pusher is well trained in the arts of combat. Some of the unseated members would actually qualify for seated positions in other Divisions. They are the last line of defense for Soul Society. Should a war break out, only the Shinigami of the 1st Division are considered indispensable until absolutely necessary. Without them, there would be complete chaos within the Seireitei. Because of this, members of the 1st Division are considered top transfer picks for other Divisions.
